You’ve probably seen this play out. Someone on the team discovers an automation tool. They build something clever over a weekend. It works for three weeks. Then the data format changes, or they go on vacation and nobody knows how to fix it, or the tool updates and the whole thing breaks. Six months later, the team is back to doing the work by hand, slightly more cynical about “automation” than before.

This pattern repeats across HR ops teams everywhere, and the technology is rarely the problem. Ernst & Young estimates that up to 50% of initial RPA projects fail. More recent data puts the “fully successful” rate even lower, around 20 to 30%. The rest either stall, get reworked, or get quietly abandoned. The consistent culprit across the research isn’t the tools. It’s the process, or more precisely, the lack of process around the process.

SCALES is a method built from watching what actually goes wrong. It’s six steps. None of them are optional, and the ones people want to skip are the ones that matter most.

Why Frameworks for Automation Exist

Gartner forecasts that by 2026, developers outside formal IT departments will account for 80% of the user base for low-code development tools. That’s up from 60% in 2021. In HR specifically, 82% of leaders plan to deploy agentic AI within 12 months. The tooling is here. The ambition is here. The method for turning ambition into something sustainable? That’s what’s missing.

Most vendor-led training teaches you how to use the tool. It doesn’t teach you how to think about which problems to solve, how to document what you’re automating, or how to hand off what you built. Only 21% of HR professionals rate their upskilling efforts as high quality. Workers cite limited relevance to their actual roles as the top complaint about AI training programs. The training gap isn’t “how does this button work.” It’s “how do I go from my messy real-world process to a reliable automation.”

SCALES fills that gap. It’s not about any particular tool, though the examples here use Cowork because that’s what I use daily. The method works with Power Automate, ServiceNow, custom scripts, or anything else that turns a repeatable process into something a machine handles.

Here’s the full framework.

S: Spot a Repeatable Task

Not everything belongs in automation. The first step is learning to see the right targets.

You’re looking for work that’s multi-step, recurring, and involves files or structured data. The sweet spot is tasks where you currently open two or three applications, copy information between them, and produce a document or report at the end.

Good signals: you do it weekly or monthly. It takes 30 or more minutes. It involves reading inputs and producing formatted outputs like a deck, a document, a spreadsheet, or a summary. You catch yourself thinking “I’m doing the same thing I did last Tuesday” while you’re doing it.

Bad signals: it’s a quick lookup question (use a chat window for that). It requires real-time API calls to internal systems with no available connector. It involves sensitive employee data that can’t be processed outside your governance perimeter. It requires judgment calls that change every time.

The test is simple. Ask yourself: “Am I doing the same cognitive assembly line every time?” If you’re following roughly the same steps, in roughly the same order, with roughly the same inputs producing roughly the same shape of output, that’s a Spot.

The mistake most people make here is going too big on the first try. Don’t automate your entire onboarding process. Automate the onboarding checklist status report you pull every Monday morning. Small, contained, low-risk. You can always expand scope once the pattern is proven.

C: Capture How You Actually Do It

This is the step that separates automations that work from automations that don’t. And it’s the step people skip most often.

Before you open any automation tool, write down what you actually do. Not what the SOP says. Not what you think you do. What you actually do, including the workarounds and the judgment calls and the “oh, I also check this one thing because it burned me last quarter.”

Capture four things. First, the inputs: which files, which folders, which data sources, which systems. Be specific about file locations. Cowork works with your local filesystem, so note actual paths, not “the reports folder.” Second, the transformations: what do you combine, calculate, reformat, or summarize? Third, the outputs: what does the finished deliverable look like, who receives it, what format? Fourth, the rules: what makes a good output versus a bad one? What edge cases do you handle manually?

The research on RPA failures backs this up. Organizations that dive into automation without properly documenting their processes account for the majority of project failures. The pattern is consistent: people assume they know their process well enough to describe it, but the description they give the tool is a lossy compression of what they actually do. They leave out the conditional checks, the workarounds, the manual interventions.

A vague prompt produces vague results. A prompt that mirrors your documented process produces something you can use. The time you spend in Capture saves multiples in debugging later.

Here’s a practical example. Say you produce a weekly hiring metrics summary. Your Capture document might look like this: “Every Monday, I download the pipeline CSV from the ATS. I filter for requisitions active in the last 7 days. I group by department and calculate average time-to-fill per department. I create a bar chart showing time-to-fill trends over the last 8 weeks. I paste the chart and a summary table into a Word doc using the team template. I save it to the shared drive and email it to the three hiring managers.”

That’s specific enough to turn into a prompt. “Pull the weekly hiring metrics summary from pipeline CSV” is not.

A: Assess Whether Automation Is the Right Tool

This is where most frameworks get dishonest. They assume that if you’ve identified a repeatable task, the answer is always “automate it.” Sometimes the answer is “don’t.”

Every automation tool has a sweet spot. Cowork is the right choice when the task involves reading files, producing formatted documents (Word, Excel, PowerPoint, PDF), and doesn’t require a persistent backend or developer tooling. It’s especially strong for multi-step document workflows where you’d otherwise chain together several manual operations.

Cowork is the wrong choice when a simple chat interaction would suffice (one question, no files involved). It’s the wrong choice when the task needs git, package management, testing, or when you’re building software, because that’s what developer tooling is for. It’s the wrong choice when the workflow needs to trigger from an enterprise event, route through approval chains, or integrate deeply with systems that have no API connector, because that’s what Power Automate or ServiceNow is built for. And it’s the wrong choice when the data is too sensitive to process locally without additional governance review.

There’s an honest question that cuts through the analysis: “If this breaks at 2 AM, does anyone need to know?” If the answer is yes, you probably want an enterprise automation platform with monitoring, not a desktop tool with a scheduled task. If the answer is “it can wait until I check in the morning,” desktop automation is fine.

The Assess step also includes evaluating your own team’s readiness. Do you have someone who can maintain this if you’re out? Does the process change frequently enough that the automation will need regular updates? If the process changes quarterly and nobody will maintain the automation, you’re building a time bomb.

L: Launch the Build

This is the actual build, and if you did the Capture step well, it’s the easiest part.

Set up your project with a clear name and add your source folders. Write project-level instructions that define constraints and safety rules. Always include “Do not delete any files” as a constraint. Write an outcome-oriented prompt. Describe what “done” looks like rather than the step-by-step procedure. Instead of “open the CSV, filter column B, calculate averages,” write “Produce a weekly hiring metrics summary from the pipeline CSV, grouped by department, with a chart showing time-to-fill trends. Output as a formatted Word document in the Reports folder.”

Review the plan before execution. Cowork shows you what it intends to do. Take 30 seconds to read it. Course-correcting at the plan stage costs nothing. Course-correcting after it’s rewritten your files costs hours.

Work with copies first. Until you trust the output for your specific workflow, point the automation at copies of your data, not originals. This is true regardless of the tool.

For recurring work, set up a scheduled task for your cadence (daily, weekly, monthly). This turns a one-off automation into a persistent operational workflow. A weekly candidate pipeline summary, a monthly turnover dashboard, a daily compliance check. These are the automations that compound in value.

For complex processes with distinct phases (research, then drafting, then formatting), you can structure the work with sub-agents that handle each phase, with human review gates in between. This keeps each step testable and the overall process transparent.

The Launch step feels like the main event, but if Capture was thorough, it’s mostly translation. You’re converting your process documentation into a prompt. The quality of the prompt is bounded by the quality of the documentation.

E: Evaluate Whether It Actually Works

Run the automation three to five times manually before you trust it on a schedule. Check the outputs against what you would have produced yourself.

There’s a specific checklist. Does it handle edge cases, like missing data, unexpected formats, or empty files? Is the output quality consistent across runs, or does it drift? Are file operations safe, meaning nothing deleted and nothing overwritten that shouldn’t be? Is the resource consumption reasonable for the value delivered? Does the scheduled cadence actually match when stakeholders need the output?

When something breaks, and it will, the diagnostic question is: where’s the fault? Is it in the prompt (ambiguous instructions), the data (unexpected input format), or a tool limitation (context window exceeded, hallucinated content)? Most early failures trace back to the prompt. That means going back to your Capture documentation and tightening it.

The Evaluate step isn’t a one-time gate. It’s ongoing. Even after you’ve promoted an automation to a regular schedule, check the output periodically. Processes change. Data formats change. Stakeholder expectations change. An automation that worked perfectly in April might produce subtly wrong outputs by July because someone added a column to the source spreadsheet. Build in a recurring review, monthly at minimum, where someone spot-checks the output against a manual run.

This is where the 50% RPA failure rate comes from. Projects that get abandoned aren’t usually projects that never worked. They’re projects that worked for a while, then stopped, and nobody noticed until the damage was done.

S: Share the Pattern With Others

This is the step most people skip. It’s also the step that determines whether automation becomes organizational capability or stays one person’s productivity hack.

Document what you built. The prompt, the project setup, the folder structure, the scheduled cadence, the known failure modes and how to handle them. Write it so someone else on your team could set it up from scratch without calling you. Include what you tried that didn’t work, because that saves the next person hours of repeating your mistakes.

If you’re in a team rolling out automation (like a Build Lab or a center of excellence), contribute your pattern to a shared library. The goal isn’t “I automated my task.” It’s “my team now has a reusable pattern for this category of work.”

Gartner reports that without central governance, individual departments building their own automations without documentation create “a scattered, unsupported digital workforce” that becomes a security and maintenance problem. The Share step is governance’s friendly cousin. It doesn’t slow you down. It ensures that what you built is discoverable, maintainable, and reusable.

A practical Share artifact looks like this: a one-page document with the automation’s name, purpose, schedule, file paths, prompt text, known limitations, maintenance owner, and last-verified date. Store these in a shared location your team actually checks. If nobody reads it, it doesn’t exist.

The compounding effect here is significant. One person automating one weekly report saves maybe two hours a week. Ten people sharing automation patterns across a team saves entire roles’ worth of time within a quarter. The difference isn’t the technology. It’s whether the knowledge transfers.

What Actually Works

SCALES works because it front-loads the thinking that most people do retroactively, after things break. The Capture step forces you to understand your process before you automate it. The Assess step forces you to be honest about whether automation is the right answer. The Share step forces you to think about what happens when you’re not around to maintain it.

The method is deliberately tool-agnostic. The examples in this article use Cowork because that’s what I work with daily, but every step applies identically to Power Automate, ServiceNow, UiPath, or a Python script running on cron. The failure modes are the same regardless of vendor: insufficient process documentation, wrong tool for the job, no evaluation loop, no knowledge transfer.

If you take one thing from this framework, make it Capture. That’s where the real value is. A thorough Capture document makes every subsequent step easier. It makes your prompts precise. It makes your evaluation criteria clear. It makes your Share documentation half-written before you start. And when the automation breaks at 9 AM on a Monday, it gives whoever’s fixing it a map of what the automation was supposed to do, not just what it was doing when it stopped.

The Real Question

There are two ways HR teams are approaching automation in 2026. The first group buys tools, runs vendor training, and builds automations on intuition. Some of those automations work. Many don’t. The ones that do tend to live in one person’s head, and when that person moves on, the automation dies with them.

The second group builds a method first. They document before they automate. They assess honestly. They evaluate rigorously. They share widely. Their automations aren’t shinier or more sophisticated. They’re just more likely to still be running six months from now.

SCALES is the method. It isn’t complicated. The hard part has never been the framework. The hard part is the discipline to follow it when the tool is right there and you just want to start building.
